Dedicated to developing and facilitating opportunities for Christian policymakers – regardless of age, race, and political affiliation – to more fully understand the implications of a biblical worldview for their careers, conduct, and political outlook. Valuing civility, curiosity and dialogue, we are committed to being intellectually rigorous and theologically faithful.

Susan Gates

Executive Director

Dr. Susan Wharton Gates has over 30 years’ experience in public policy, first as a budget examiner in the Office of Management and Budget and later at Freddie Mac, where she worked for 19 years, becoming vice president of public policy. Susan is the author of Days of Slaughter: Inside the Fall of Freddie Mac and Why It Could Happen Again (Johns Hopkins University Press, 2017) and is an adjunct professor at Virginia Tech.

Susan received a Bachelor of Arts from the University of Delaware, a Master of Public and International Affairs from the University of Pittsburgh and a PhD in Public Administration from Virginia Tech. She completed the Advanced Management Program at the University of Pennsylvania’s Wharton School of Business. In May 2023, she completed a Masters of Arts degree in Religion at Reformed Theological Seminary in Washington, DC.

Susan has a passion for the intersection of Christian faith and public policy. As the new Executive director of Faith and Law, she is eager to draw on her background in both public policy and theology.

Susan lives in Vienna, Virginia with her husband of 40 years, Peter, whom she met when she was six years old! They have three adult children and three grandchildren.


Jacque Armentrout

Jacque Armentrout serves as Faith and Law’s Communication Director. Prior to coming to Faith and Law, Jacque worked in development at America World Adoption, creating and implementing their strategic digital fundraising and communication efforts. Jacque also worked at AKQA, leading digital projects for major companies such as USPS and Disney as well as D.C. based startup, Silas Partners, where she managed the design and development of websites and multi-channel marketing campaigns for Christian ministries such as Langham Partnership, Harvest and NRB. Originally from Switzerland, Jacque earned a bachelors degree from Duke University. She lives in Oakton, VA with her husband and three children.


Sarah Carter

Program Director

Sarah Carter serves as Program Director at Faith and Law, where she leads congressional staff engagement, coordinates Capitol Hill events, and develops programs that encourage the integration of Christian faith and public service. Prior to joining Faith and Law, Sarah worked in government affairs and public policy at Advancing American Freedom, interned briefly in the United States Senate, and completed a post-graduate fellowship at the Falls Church Fellows. She has experience working at the intersection of theology and public life at the Institute on Religion and Democracy, Ministry to State, and various pro-life organizations. She graduated from Wheaton College with a B.A. in Political Science and has pursued theological studies at Reformed Theological Seminary in Washington, D.C. She is passionate about equipping policymakers and congressional staff to thoughtfully engage questions of faith, ethics, and public life. Sarah lives on Capitol Hill in Washington D.C. and is enjoying her dream of living in a walkable community.


Maddie Foster

Maddie serves as the Faith and Law Fellow, researching the American family’s classical sources. With backgrounds in finance, education, and theology, Maddie has also supported Faith and Law’s programming and operational initiatives, including the launch of Faith and Law’s Scholars Program in 2025. Maddie earned her B.A. in Philosophy at Christendom College and her M.A. in Theology at the University of Notre Dame, where she studied as a Holy Cross Fellow. Maddie also completed the Echo Theology Service Program at Notre Dame. Maddie taught theology at Providence Cristo Rey High School in Indianapolis and Notre Dame Academy in Villanova. She also directed the International Baccalaureate Middle Years Program at Mar Qardakh School in Erbil, Iraq and worked as a leader within the Nevada 529 Plan at the Vanguard Group. Now dedicating her time to writing and raising her two daughters, Phoebe Abigail and Esther Elizabeth, Maddie and her husband, Luke, make their home in Hyattsville, MD.
